Thesis (Ph.D.)--Carolina University, 2024.
The purpose of this qualitative study was to explore how a civilian review board in the southeastern United States and the United States Department of Justice (USDOJ) describe the concept of public trust in policing in the United States. Qualitative content analysis (QCA) was used to analyze descriptions of trust in policing from the published annual reports of the Atlanta Citizens Review Board (n = 13) and the published investigative findings of USDOJ (n = 36) pattern or practice investigations that led to consent decrees from 1997-2023. Five key themes were extracted: (a) Constitutional Practices, (b) Community Policing and Engagement, (c) Policing Best Practices, (d) Accountability, and (e) Cooperation. These five themes were then utilized to form a model of public trust in policing. Accountability was found to act as a lens through which various stakeholders adjudicate a policing agency's commitment to Constitutional Practices, Community Policing and Engagement, and Policing Best Practices. Constitutional Practices, Community Policing and Engagement, Policing Best Practices, and Accountability were found to lead to trust, while the fifth theme, Cooperation was found to emanate from trust. The findings suggest that agency endeavors to foster trust through a commitment to continuing legal training, the adoption of comprehensive use of force policies, data-driven targeted enforcement, and the fortification of internal and external complaint mechanisms may lead to more effective efforts in establishing and maintaining safe and secure communities.{A0}{A0}
