This dissertation delves into the complex relationship between Earth's environment and the escalating climate crisis, emphasising the critical need for action. The delicate equilibrium between natural and human-driven processes underscores the urgency of managing greenhouse gas emissions, which sustain life but also trigger climate disruptions. Human activities, particularly fossil fuel combustion and industrial practices, have ushered in unprecedented challenges with mounting GHG emissions. Supported by scientific research and international agreements like the Paris Agreement, the responsibility to mitigate climate change's dire consequences falls upon nations and individuals alike. The resulting impacts, spanning extreme weather events, biodiversity loss, and rising sea levels, reverberate across the globe. Taking the forefront is the European Green Deal, a comprehensive initiative led by the European Commission. Encompassing energy, transportation, and agriculture, the EGD strives to significantly reduce emissions by 2030 and achieve carbon neutrality by 2050. Anchored by a robust Investment Plan, it accelerates the transition to a sustainable future by uniting public and private sectors while ensuring fairness for affected stakeholders. Integrated into the legal framework through global agreements, the EU's commitment highlights climate goals at the core of governance. The journey, beginning in the 1970s, witnessed pivotal milestones and legal advances, including principles like the polluter-pays concept. The role of the European Court of Justice has been central, strengthening the EU's environmental policies through impactful interpretations. Esta dissertacao analisa a relacao complexa entre o ambiente terrestre e a intensificacao da crise climatica, sublinhando a necessidade critica de acao. O equilibrio delicado entre os processos naturais e os provocados pelo homem sublinha a urgencia de gerir as emissoes de gases com efeito de estufa, que permitem a existencia de vida, ao mesmo tempo que provocam disrupcoes climaticas. O aumento das emissoes de gases com efeito de estufa provocado pelas atividades humanas, em particular a queima de combustiveis fosseis e as praticas industriais, desencadearam desafios sem precedentes. De acordo com investigacao cientifica e acordos internacionais como o Acordo de Paris, a responsabilidade de mitigar as nefastas consequencias das alteracoes climaticas recai sobre os Estados e os cidadaos. Os impactos decorrentes, incluindo fenomenos meteorologicos extremos, perda de biodiversidade e subida do nivel do mar, ecoam por todo o mundo. Na linha da frente esta o Pacto Ecologico Europeu, uma iniciativa abrangente liderada pela Comissao Europeia. Compreendendo a energia, os transportes e a agricultura, o Pacto Ecologico Europeu procura reduzir significativamente as emissoes ate 2030 e alcancar a neutralidade carbonica ate 2050. Ancorado por um solido Plano de Investimento, acelera a transicao para um futuro sustentavel, unindo os sectores publico e privado e assegurando simultaneamente a equidade para as partes afetadas.
