Atonement theories in theology tend to focus on the New Testament data without regard to what the Old Testament contributes, and Old Testament studies on atonement tend to focus on the sacrifices in the cult without regard to what the rest of the Old Testament teaches about atonement. This study investigates what the Old Testament teaches about reconciliation between God and humans by examining Old Testament passages in which the verb כפר occurs, focusing on the neglected passages outside of the cultic instructions, though not excluding the teaching from the cult. From this examination a consistent teaching emerges that God is the one who reconciles and who will reconcile sinners to himself. He does so and will do so by making expiation for sinners himself, and promises that in time he will circumcise their hearts as well, so that they will sin no more.This study thus provides an Old Testament foundation for future discussions of the Atonement, but along the way it also provides clarification on several other discussions in Old Testament studies, such as the meaning of the verb כפר, what constitutes high-handed sin, the nature of forgiveness in the Old Testament, and God's willingness to forgive outside of the cult. It also shows that reconciliation is not merely a matter of atonement but involves many other aspects, not least of which is God's promise to transform the sinner so that they will sin no more.
