Why did the United States help China rise into a peer competitor? The United States originally designed its strategy of engagement vis-a-vis China to balance against the Soviet Union during the late Cold War. My dissertation seeks to resolve the puzzle of why Washington continued pursuing its engagement strategy in the early post-Cold War period (1989-2009) and thereby contributed to the rise of China. Following the end of the Cold War, U.S. policymakers believed that the perpetuation of U.S. engagement strategy would lead China to pursue liberalization internally and to become a "responsible stakeholder" internationally. As China began its nearly unprecedented rise in the international system, the changes in the global distribution of capabilities should have prompted U.S. decisionmakers to shift U.S. strategy toward balancing, in line with Mearsheimer's offensive realism. I argue that, instead, American liberal strategic culture and the liberal ordering mission influenced policymakers to continue U.S. engagement strategy, including U.S. support for China's global market access, which eventually produced a China with tremendously increased capabilities that has questioned the legitimacy of the U.S.-led liberal international order and positioned itself as a great-power challenger to Washington. In this dissertation, I test the predictive power of my theory of the liberal ordering strategy and that of Mearsheimer's offensive realism against the actual historical record. My theory of the liberal ordering strategy, a neoclassical realist theory combining the effects of the changes in the global balance of power and of liberal strategic culture, has profound implications for a question hitherto understudied in the literature: why and how established great powers facilitate the emergence of rising states that may over time become peer competitors. This interdisciplinary research sits at the intersection of international security, international relations theory, diplomatic history, strategic studies, global political economy, and current policy challenges.
