Drone laws are an emerging field of law that requires fresh application of existing legal systems. The need is especially urgent in South Korea where the field is rapidly developing while the legal systems are lagging behind. Hence, this thesis examines major legal issues concerning drone laws in South Korea and presents some suggestions for moving forward. To that end, first, this thesis covers international legal instruments. It examines what international laws regulate drones and their operation under the current legal regime, what efforts International Civil Aviation Organization (ICAO) has made to regulate drones, what regulations have been created as a result of such efforts and what the main features of those regulations are.Plus, the study of domestic laws of advanced aviation states such as the United States and European Union are followed. What laws regulate drone in the US and EU, what the main contents and characteristics of drone laws are, what legal problems they have, and what parts can be referred to for the improvement of Korean laws are reviewed.Then, this thesis examines Korean drone laws in earnest. What laws regulate drone in current South Korea's legal regime, what the role and problem of special drone act, 'Act On Promotion Of Utilization Of Drones And Creation Of Infrastructure Therefor' is, and what should be done to solve the problem and move forward are covered.In addition, By doing so, this thesis reviews whether the current status of drone laws in Korea is appropriate to achieve and be applied to urban air mobility ("UAM"), which is an air transport system in a metropolitan city that utilizes vertical air vehicles. Based on the roadblocks to the application of UAM, this thesis uncovers the reasons behind the problems and proposes solutions for the application of drones to achieve UAM.

520 $a Les lois sur les drones sont un domaine juridique emergent qui necessite une nouvelle application des systemes juridiques existants. Ce besoin est particulierement urgent en Coree du Sud ou le domaine se developpe rapidement alors que les systemes juridiques sont a la traine. Par consequent, cette these examine les principaux problemes juridiques concernant les lois sur les drones en Coree du Sud et presente quelques suggestions pour aller de l'avant. A cette fin, ce document couvre tout d'abord les instruments juridiques internationaux. Elle examine quelles lois internationales reglementent les drones et leur fonctionnement dans le cadre du regime juridique actuel, quels efforts l'Organisation de l'Aviation Civile Internationale (OACI) a deployes pour reglementer les drones, quelles reglementations ont ete creees a la suite de ces efforts et quelles sont les principales caracteristiques de ces reglementations.En outre, l'etude des lois nationales des Etats avances en matiere d'aviation, tels que les Etats-Unis et l'Union europeenne, est suivie. Les lois qui reglementent les drones aux Etats-Unis et dans l'Union europeenne, leurs principaux contenus et caracteristiques, les problemes juridiques qu'ils posent et les parties auxquelles on peut se referer pour ameliorer les lois coreennes sont examines.Ensuite, ce document examine serieusement les lois coreennes sur les drones. Les lois qui regissent les drones dans le regime juridique actuel de la Coree du Sud, le role et le probleme de la loi speciale sur les drones, "Loi sur la promotion de l'utilisation des drones et la creation d'infrastructures a cet effet", et ce qui devrait etre fait pour resoudre le probleme et aller de l'avant sont couverts.En outre, ce document examine si le statut actuel des lois sur les drones en Coree est approprie pour atteindre et etre applique a la mobilite aerienne urbaine ("UAM"), qui est un systeme de transport aerien dans une ville metropolitaine qui utilise des vehicules aeriens verticaux. En se basant sur les obstacles a l'application de l'UAM, cet article decouvre les raisons de ces problemes et propose des solutions pour l'application des drones a l'UAM.
