This study explored the use of insider action research (AR) and Organization Development (OD) principles to engage members of an organization in generating intentional change in a midsized Midwestern police department. Change in police organizations has widely been viewed by scholars as difficult if not impossible. Scholars also have identified police culture and access to police organizations as significant barriers to academic research in police organizations. The literature supports the use of action research to help overcome the scholar-partitioner divide in police organizations. Qualitative data was gathered through interviews, interactions, meetings, and organizational documents as members of the department utilized OD strategies and principles in seven core action research projects and 11 self-organizing action research projects. Additionally, the Organizational Culture Inventory was utilized as a quantitative confirmation of culture in the organization and as a tool to help generate change. The researcher and members of the organization utilized Use of Self (UoS), open systems diagnostic and dialogical OD using Jamieson's Strategic Organizational Design Model, and appreciative inquiry as strategies and principles during the AR projects to identify concerns related to leadership, communication (internal/external), negative "Good Old Boy" culture and shoulder tapping, training and teamwork as a strength, mission, community engagement, and accountability. The core AR projects resulted in the redesign of the promotional process, the redesign of the specialty selection process, the redesign of the department's internal and external communication processes, the redesign of the support services unit, the generation of a use of force paradigm shift, the implementation of a 12-hour shift schedule, and the creation of the department's first-ever strategic plan. Findings of the study support the use of insider AR in the police environment to overcome cultural and academic barriers, the utilization of UoS from both diagnostic and dialogical perspectives, the use of OD open systems models from both diagnostic and dialogical perspectives, and the modification of traditional OD intervention language to help members of an organization better use OD strategies and principles in generating intentional change.
