Boston's Zero Net Carbon Building Initiative is currently in the works and has the potential to be a significant tool in helping lower the city's carbon emissions. The building industry is a major contributor to carbon emissions and municipal policies that target these emissions would be a major step in emission reduction if they are successful. However, whether because these policies are still a relatively new concept, their success has yet to be fully studied and, therefore, could be difficult to predict. A reasonable method of predicting the successes of Boston's Initiative would be to perform a case study of a similar existing policy and observing any successes and short comings, in order to see where it will likely be successful and where improvements could be beneficial. This measure of successes will be determined on the criteria of emissions being significantly reduced under the policy, development not significantly reducing under the policy, and pre-existing equity issues not being exacerbated under the policy.
