The frequency and scale of disasters such as floods, wildfires, and infectious diseases are increasing due to global climate change. South and North Korea, which share a geographical environment on the Korean Peninsula, are no exception, especially the politically and economically vulnerable situation in North Korea, which is feared for the lives and safety of both South and North Koreans. On the other hand, the development of information and communication technology in the fourth industrial revolution is having a significant change and impact on disaster management methods, so this study began with the recognition that it is necessary to devise a joint disaster management plan using remote technology. This study examines the status of disaster management between the two Koreas by dividing it into legal and information technology systems. It analyzes why the cases of disaster management cooperation between the two Koreas have yet to be practical. In addition, it will draw implications based on examples of disaster management cooperation in the U.S. legal system, system, and border region, establishing an advanced disaster management system. Based on this, then it will be explored strategies for joint disaster management cooperation between the two Koreas on the premise of analyzing the current demand for disaster management cooperation of the Kim Jong-un regime in North Korea. As four strategies, it will look after an agreement between the two Koreas, the establishment of a general organization, the reorganization of the legal system, and utilization of remote systems in turn, and think about ways to increase the possibility of realization. Finally, how these strategies can be implemented between the two Koreas will be applied to representative cooperative cases such as flood prevention of the Imjin River, DMZ wildfires, infectious diseases, and volcanic eruption of Mt. Baekdu. As a result, the purpose of this study is to find effective ways to protect the lives and safety of South and North Koreans living together on the Korean Peninsula, to create momentum for cooperation, and ultimately induce North Korea to open at a time when inter-Korean relations continue to be strained.
