What explains the timing, location, and character of state interventions in land tenure since the 1990s? What determines the impacts of reforming land tenure at the turn of the twenty-first century? This dissertation examines the relationship between reforming land tenure and state development in the context of shifting state priorities and organization. It examines how state goals of macroeconomic stability and economic development have shaped the character of contemporary land tenure reforms and have resulted in an increased emphasis on reducing informality through land regularization, which determine their impacts on state outcomes. Focusing on interventions in land tenure since 1985 in the Brazilian case, the study highlights similar processes in rural and urban settings. Despite their economic orientation, contemporary land tenure reforms in cities and the countryside generate informational resources about land and populations that expand state territorial reach, contributing to reducing state unevenness and improvements in the capacity to formulate and implement policy. However, interventions in land tenure have distributive effects, which condition how improvements in state capacity translate into better state performance. The empirical foundation for this argument includes time-series cross-municipal analyses of Brazilian municipalities during the period 1985-2018 and comparative and within-case analyses that build on six months of fieldwork in Rio de Janeiro and Para states.
