An empirical puzzle is when the core international and regional security structures are still dominated by the hegemonic power of the US, and regional entities such as the European Union, some secondary and tertiary states have responded to China's infrastructure investments particularly since the inception of the Belt and Road Initiative (BRI) in 2013. By employing the neoclassical realist framework, this research finds that the elite leadership perceptions of secondary/tertiary states incentivized the response to China's infrastructure investments due to arising opportunities/pressures in the regional security structure in combination with increasing domestic instability. While existing studies primarily explain secondary and tertiary states' behavior from either system or domestic level theories, this thesis proposes a theoretical framework based on neoclassical realism to systematically link system and unit-level variables. This research also mends the gap in the existing literature by providing an on-ground empirical perspective on secondary and tertiary states' foreign policies to accommodate China's outward strategies, mainly infrastructure investments.My analysis begins with the examination of regional security structure by identifying the change in capabilities or interests of the dominant power. However, at the of the causal chain, it is the FPE (perceptions) calculating the systemic stimuli and domestic political-economic conditions in devising a foreign policy outcome. In the empirical analyses, four cases are examined, namely Pakistan, Malaysia, Greece, and the Philippines, where the first two are secondary states, and the latter two are tertiary states. The overall empirical analysis is facilitated by comparative case study, process-tracing, and structured-focused comparison that allow in-depth investigation while upholding causal precision.This thesis finds that Pakistan's enthusiastic response to China was stimulated by the FPE perceptions, recognizing regional power shifts with changing American interests. Meanwhile, Greece's promotive response emanated with the FPE perceptions facing regional pressures from the Troika's harsh policies and domestic political-economic instability. In comparison, Malaysia's transitory response to China was shaped by domestic political-economic instability arising from FPE's vested interests. Lastly, the Philippines' ambivalent response to China stimulated from stable regional and domestic structures. This thesis concludes that these four cases took different paths in responding to China and vary in their interests, which is an outcome of different systemic and domestic conditions.
