This dissertation examines the experiences of children and youth in foster care who identify as lesbian, gay, bisexual, transgender, queer, questioning, and with additional identities (LGBTQ+) who are at an increased risk for experiencing inequitable, biased, and harmful treatment that mirrors their prior abuse experiences. This re-traumatization is in direct conflict with the child welfare system's 2011 Congressional mandate that all child welfare systems must be trauma-informed. However, despite this mandate, LGBTQ+ identified individuals in child welfare often lack access to trauma-informed care (TIC) addressing their specific needs, which negatively impacts their emotional and physical well-being and can affect permanency.This research addresses this gap in knowledge by using minority stress theory and intersectionality theoretical frameworks, and interpretative phenomenological analysis to conduct secondary data analysis to examine the experiences of LGBTQ+ individuals in foster care. The audio and video recordings of three focus group interviews with N=7 adult participants (ages 25-60+) with diverse gender identities, sexual orientations, racial/cultural identities, and roles within the foster care system were analyzed. This data from a child welfare agency in Florida and allied provider agencies produced four themes: (a) when home just doesn't feel like a home, (b) seeking pockets of safety, (c) assumption of sexual deviance and hypersexuality and (d) religious trauma: triggers and re-traumatization. The findings suggest that affirmative-trauma-informed care (A-TIC) should be integrated across all levels of child welfare practice to provide care that aims to ensure safe environments and improved outcomes for LGBTQ+ youth.
