Risk management is widely recognized as a crucial component of ensuring the successful delivery of projects. Many State Departments of Transportation (DOTs) have developed various tools to assist project managers in their risk management efforts. In line with this, the North Carolina Department of Transportation (NCDOT) has initiated an initiative through its Value Management Office (VMO) to identify opportunities for enhancing the NCDOT's existing risk management program. Consequently, a comprehensive examination of NCDOT's program and those of other DOTs has identified several areas requiring improvement. This thesis encompasses two comprehensive studies that aim to address the identified areas for enhancement within NCDOT's risk management practices.The first study entails a thorough analysis of nearly 3,800 claims and supplementary agreements filed over three decades in NCDOT transportation projects. The primary objective of this study is to identify common risks associated with projects and assess their impacts. The NCDOT Risk Insights tool has been developed as a significant outcome of this study. The tool provides project managers valuable risk insights tailored to different project types. This tool is a resource to support project managers in the crucial steps of risk identification and assessment.The second study concentrates on developing a tool that offers effective mitigation strategies for recurring risk areas identified in past claims and supplementary agreements data. The key result of this study is the creation of the NCDOT Risk Management Playbook. This tool equips project managers with a comprehensive set of mitigation strategies to be employed in the risk management process.By implementing the developed tools in this study, NCDOT can strengthen its risk management program and enhance project delivery outcomes.
