The role of the military as an effective domestic capability for public leaders and the research that informs has become pressing in the last decade. On the surface, the growing extremity of disasters and crises is creating exponential changes in the role of the military. This dissertation leverages descriptive analysis; Punctuated Equilibrium Theory, Public Choice Theory, and Transaction Cost Economics; and a systematic analysis of the existing literature to challenge this assumption. The subsequent chapters represent three distinguishable research questions. Each agenda offers insight into the military's evolving domestic support role. This research represents a collection of work that explains "what" is occurring, "why it is occurring, and "how" does the literature's treatment of a global crisis contributes to this perspective.The first research project is a descriptive analysis outlining the evolution of domestic military support. The research shows that the nature of the disaster alone paints an incomplete picture of what drive requests for military assistance. It leverages unclassified data that the Department of Defense manages to track approved requests for domestic military support by active-duty personnel. It discusses how hurricanes, weather-related events that are not hurricanes, and nonweather events each contribute to the growing role of the military in crisis management. By answering the question: What has changed in the scope of military support in the last decade, we see that the duration of military support and funds obligated for military support are key indicators describing the military's evolving role. The section concludes by justifying future research aimed at answering "why" the military's role is evolving.The second research project investigates the military's evolving role by assessing which external factors influence changes in funding obligated and duration of military support on approved requests for military assistance. To answer this question, the research explores how Punctuated Equilibrium Theory, Public Choice Theory, and Transaction Cost Economics are useful frameworks to explain why bureaucratic organizations and public leaders behave the way they do. Using multilevel modeling, this research assesses how external factor variables (i.e., hurricanes) and pollical action variables (i.e., gubernatorial election dates) help predict domestic military support requirements. The section concludes by recommending future research that leverages mixed methods research design to match the lived experience of participants with the quantitative data of this study.The third research project is a scoping review that analyzes how the literature has informed what is known about domestic military support during the global pandemic. It answers the question: What did the COVID-19 pandemic teach us about the roles, strengths, constraints, and challenges associated with domestic military support of civil authorities amid global crises?The section systematically analyzes the scholarship concerning the military's varying domestic support roles during the COVID-19 pandemic. Given the global impact of this disease, the research illustrates "how" global governments are using their armed forces and the categories found in the scholarship. Through a deliberate exploration of the public administration literature, the research illustrates limited contributions by public administration scholars.
