The Colorado National Guard is a Federal and State organization made up of more than 6,000 volunteer men and women that are regularly called upon to serve their communities in times of natural disaster and other emergencies. The purpose of this study is to understand factors that help and hinder organizational and individual abilities in rapid response to domestic operations (DOMOPS) missions. Surveys and interviews were conducted with stakeholders at all echelons, and historical data and preexisting literature were researched to build a complete picture of the process and to develop recommendations for enhancing the quality of support and to alleviate the burden on volunteers. Factors in individuals' personal (non-military) lives like school, family, and civilian careers play a crucial role in determining one's ability and enthusiasm to support DOMPS missions on short notice. Additionally, survey responses indicate that a large number of soldiers do not learn about mission opportunities until after the fact, leading this project to conclude that improved messaging to a wider audience would greatly help participation across the state.
