Labor mobility is a precondition for economic restructuring. This implies that the human resource development (HRD) is needed in the development of policy-making to assist labor market adjustments. A multi-objective HRD policy model is required, which incorporates labor market theory into human capital theory. Further, it is necessary to integrate these policy measures into a single conceptual framework. This study discusses the model formulation of an HRD policy development, and presents a specific HRD policy model for Taiwan. The model is based in an examination of current practices in industrialized nations, economic theories, and field study conducted in Taiwan. In this study, the HRD policy is viewed as an institutional regulating mechanism to settle the issues of entry, mobility, and amelioration in the labor market, and an "Equilibrium Model" is proposed to construct an analytical framework depicting a self-reinforcing nature in the system of skill formation.
