Artificial intelligence (AI), as emerging technology, is being pursued by our peer and near-peer adversaries to gain an asymmetric warfighting advantage which poses a direct and existential threat to our national security. The purpose of this action research study is to investigate curriculum design to implement AI literacy education at the senior military service colleges (Military Education Institutes) to educate our national leaders in their understanding of the technology, how to implement it into future warfighting concepts, and then budget, prioritize and write policy, to ensure to the safety of our nation. Participants and data collected in Cycle 1 consisted of experienced professionals with expertise in artificial intelligence who are currently working with or researching the technology currently. The Cycle 2 Action Step presented a proposed curriculum framework to the Deans of Academics and senior leaders within the Military Education Institutes (MEIs) to earn their feedback on developing a final curriculum framework in AI Literacy for Senior Leaders. Their feedback was evaluated through five specified evaluation criteria and through the use of descriptive coding to produce the final framework. The impact to the organization is this research will directly inform the Chief Data and Artificial Intelligence Office in the Department of Defense in its implementation of AI education for the entire Department. The research will provide a framework for the MEIs to consider how to implement AI education to senior leaders in the near term. The findings and outcomes of this research transcend simply military education but is useful to other industries and organizational leadership as they consider how to educate their own institutions and implement artificial technology.Keywords: artificial intelligence, decision-making, culture, ethics, military, education, curriculum development.
