Indiana schools have spent the last four years developing school improvement plans to meet the guidelines of Public Law 221-1999 (PL 221). Schools and school corporations have focused their teaching and instruction to meet the expectations of PL 221. The purpose of this research was to analyze the issues and expectations of the individuals involved in a school corporation who must develop and implement the state mandated school improvement plan under PL 221. The case study approach was selected. The researcher's purpose was to seek information and data the process schools used to develop their school improvement plans. More importantly, the research goal was to understand the attitudes and beliefs of those subjects involved in developing school improvement plans. The researcher conducted interviews with central office administrators and building-level personnel. Performance-Based Accreditation (PBA) school improvement plans and Public Law 221-1999 (PL 221) school improvement plans were collected and analyzed by the researcher. Data from the Indiana Department of Education was also used for analytical purposes. The research questions framed the study on the school improvement process. The analysis of the data collected on school improvement suggests: (A) School improvement can be driven by either internal or external accountability pressures if the overall accountability process is reciprocal; (B) The use of assessments can drive an organization to create different ways to think about and act upon student achievement and school improvement; (C) Using a resultsoriented approach, the role of corporation-level leaders and the building-level leaders working together with teachers provided opportunities for the development of a continuous improvement plan that met the needs of students in each school building within the corporation; (D) School improvement plans that have built-in accountability measures (internal or external) will provide the impetus for schools to strive for instructional program coherence; (E) School improvement can be used as a means by which school corporations and schools can encourage administrators and staff members to develop a professional community through their collegial relationships and their instructional practices.
