Since 2000, the academic learning progress of multilingual learners has remained daunting despite many efforts. Multilingual students arrive at school with various cultures, ethnicities, languages, and experiences. These complex differences have created a daunting challenge for educators and researchers alike. How should educators ensure that students learning English as an additional language have access to the content and the classroom curriculum? Through the careful research and exploration of available research, such as visible learning and translanguaging literacy, this dissertation aims to meet the needs of multilingual learners. This dissertation is organized around a 5 C instructional framework. This framework--Climate for Learning, Challenge as Learning, Clarity of Learning, Cohesion in Learning, and Checks into Learning--ensures that, as educators, we provide our multilingual learners with the best equitable learning environment to be successful.
