The global push for carbon-neutral energy heavily relies on the expansion of solar energy through solar panel installations. In Massachusetts, the number of solar panels increased from 297 to over 115,000 over 15 years. However, with a lifespan of 25-30 years solar panels could create another climate-related problem without policy intervention at its end of life (EoL). This research suggests applying circular economy principles: (1) eliminate waste and pollution, (2) circulate products and materials, and (3) regenerate nature to address solar panel EoL waste in Massachusetts. Utilizing the policy window theory, the problem, policy, and politics stream for EoL solar panel waste, the challenges, opportunities, and barriers within the recycling process were explored. Recommendations were made on how Massachusetts could alleviate existing barriers to transition to a circular economy EoL approach for solar panel waste. Additionally, this study employed Geographic Information System analysis to identify suitable land for recycling facilities in Massachusetts.
