Drawing upon the conceptual framework of energy justice, a growing number of activists and policy advocates in recent years have begun to advocate for the expansion of publicly owned electric utilities (POUs) and the "municipalization" of currently private electric utilities. Those who support POUs point to government control over utility operations and evidence of lower retail energy prices as evidence that they are more equitable than private or co-operative utilities; but, little empirical work has been performed to determine if POUs are truly associated with better energy justice outcomes. As a measure of energy affordability, energy burden is a key quantitative metric for energy justice studies. Therefore, I used multivariate regression to explore the relationship between the presence of a POU in a county and average county energy burden as estimated by the U.S. Department of Energy's Low-Income Energy Affordability Tool (LEAD). I found that, after controlling for economic, demographic, and building characteristics, there was no evidence of a relationship between the presence of a POU in a county and average county energy burden. However, this finding was likely a result of limitations with the county as unit of analysis, since POUs tend to be small and be in counties with other private or co-operative utilities. Overall, this study provides insight onto the determinants of energy burden and raises possible questions for future energy justice research.
