English education is used as one major instrument for globalization and modernization agendas in China (Hu, 2009), which also directly linked with Chinese students' geographical and social upward mobility chances. The importance attached to English education could be revealed through the increasing course hours, the shifting pedagogical approaches, and the different reforms in English curriculums. A lot of research has examined how English is taught from the conventional perspective of features of the language itself, the aspect of culture has been less explored, although it is a core part of learning language. Further, based on the literature search conducted for this proposal, research has not examined how English is taught to non-dominant groups in China. This study would thus aim to contribute to both of those gaps in the research literature. It is my hope that this research will enable the rethinking of the goals of EFL education and the role of cultural teaching and learning and thus to improve China's EFL education in general. Sociolinguistics of globalization theory, small culture, identity and investment, and critical thinking will be used for the framework of this proposed study. Sociolinguistics of globalization theory together with the theory of small culture provide me a lens to view culture as hybrid and changing and language and culture as practices and resources. Identity and investment theory allowed me to view identity as performed and enacted and provide me a lens to discuss language, culture and identity together with capital, ideology, investment and power. Critical thinking that is based on critical pedagogy guide me to discuss critical thinking as a social practice, which envisions the teaching and learning of culture as a co-construction among different participants in the learning context and the goal of the teaching and learning of culture as identity building, critical thinking cultivation and transformative power formation. These constructs together form a theoretical framework to look at language and culture in a different way and enable a deep understanding of cultural teaching and learning practices. The dissertation uses an ethnographic methodology to examine and analyze teacher and students', including ethnic minority students', experiences in a secondary school EFL classroom in China. The data was collected from September 2017 to January 2018 in Liangshan Minzu Middle School. Data sources are field notes constructed from classroom observation; audiotapes and transcripts from individual interviews with the teacher and the students; and documentations, such as curriculum materials, student work, and teachers' lesson plans. Data was analyzed using a grounded theory approach and the findings of the proposed study could provide results that should help both policy makers and teachers to improve EFL education.
