Prevalent theories of political legitimacy in the social sciences neglect or undervalue the importance of culture. As a result "free will" drops out of the analytical frame and consent is determined rather than conferred. A new model of culture is proposed which synthesizes elements from work of Durkheim, Weber, and Parsons with recent advances in structuralist semiotics and literary theory. Culture, it is proposed, consists of codes and narratives which provide frames for the moral evaluation of political action. At a micro level these cultural structures provide a resource for actors put to use in interpreting their world and in shaping their action. At a macro level codes and narratives perform a cybernetic function, reducing complexity and enabling societal sub-systems to respond to environmental disturbances. The empirical section of the dissertation consists of an analysis of discourse about the 1956 Suez crisis and the 1991 Gulf war in the civil societies of the United States, Britain, France and Spain. The intention of this comparison is to provide a quasi-experimental setting in which the autonomy of culture can be established. The empirical treatments demonstrate that the political legitimacy of war is dependent upon strongly polarized codings of actors as sacred and profane and the emergence of heroic and apocalyptic narratives. Tragic, romantic and realist narratives, and weak polarization are associated with opposition to war. This finding has implications not only for the study of war and legitimacy, but also for a general understanding the nature of discourse in the public sphere.
