As the climate warms largely due to the fossil fuel industry, governments are acting rapidly to implement a clean energy transition, utilizing new and innovative technologies. It is up to policymakers to understand the inherent trade-offs of each technology, responsibly and equitably disseminating it to the public. Agrivoltaics, or agrivoltaic solar, offer novel solutions for multiple problems associated with anthropogenically-caused climate change: saving farmland and producing clean energy while promoting collaboration across sectors. However promising, agrivoltaics elicit diverging opinions from different stakeholders as they are implemented on traditionally rural landscapes. This thesis utilizes GIS, political analysis of land-use and regulatory frameworks, and content analysis of news media and public hearing documents to understand and investigate the regionally specific benefits and barriers of the technology. This thesis concludes by offering regional recommendations for policymakers to act on agrivoltaic regulation to ensure socially, ecologically, economically, and technically appropriate systems are implemented.
