I formulated three research hypotheses to explore relationship between seriousness judgment and cultural orientations. Perception of white-collar and victimless crimes were expected to vary with the cultural dimensions of individualism, capitalism and tolerance of difference. The data used for the analyses were collected in 1991 by the author and her colleagues in Beijing among 1062 college students in the State University of New York at Buffalo and in eight universities in Beijing, China. The first two chapters review some issues and findings of crime severity, with a focus on white-collar and victimless crimes. Chapter three gives an extensive discussion on the two societies in terms of their social control mechanisms, cultural orientation of affiliation and the economic reform in China in the post Mao period. The research hypotheses were established on the basis of these reviews and discussions. The data show a great similarity in consensus patterns with other studies. There is, however, a lack of evidence for significant cultural difference in individualism. Capitalist orientations remain largely a matter of degree rather than polarizing on a dichotomy of capitalism and socialism for the two student samples. While capitalistic values appear to have little effect on students' evaluations of white-collar crime, cultural differences, gender and social tolerance of difference are significantly related to seriousness perception.
