In this paper, I argue that expert disagreement can pose a deep problem for democracy. In order to flourish, democracies require widespread responsible participation in collective decision-making. But under the right circumstances of expert disagreement, such widespread responsible participation becomes impossible. Section 1 presents a case to frame the discussion. Section 2 reviews the epistemology of expert disagreement, a topic on which the argument hinges. Drawing on this claim about the epistemology of expert disagreement, section 3 fleshes out the details of democracy's problem of expert disagreement. Section 4 presents and addresses an objection that draws on expected utility theory. Section 5 presents and addresses an additional objection which draws on the Condorcet Jury Theorem. Finally, section 6 looks to some ways the problem of expert disagreement might be avoided in indirect democracies, where citizens elect representatives rather than vote on individual courses of action.
