International climate governance is an increasingly relevant field as the planet inches closer to climate catastrophe. It involves not only all country signatories to the United Nations Framework Convention on Climate Change (UNFCCC), but a vast network of non-Party observers. This paper examines power and equity in the UNFCCC in regard to non-Party stakeholders and least developed countries (LDCs), with specific attention to their roles at Conference of the Parties (COPs). The main research questions are: What is the role of the UNFCCC Secretariat in climate negotiations and are they fulfilling that duty? What is the importance of non-Party participation? What are the barriers to climate negotiation participation and how could these be remedied? Who are the major players at COP and the climate negotiations?In addition to analyzing existing literature and publications, I conducted five remote interviews with experienced individuals in academia to gather their accounts of non-Party participation and development status in the UNFCCC and at COP. It was discovered through these methods that the greatest hindrances to non-Party participation and LDCs involve financial barriers. Additionally, non-Party observers grapple with insufficient access to obtaining credentials. Nevertheless, these inadequately represented groups are vital for climate action both in and outside of formal negotiation spaces. Entities like negotiating blocs and civil society networks increase LDC and non-Party stakeholders' capacity at COPs, but routes for substantial improvement in the UNFCCC are dependent on the political will of its Party signatories.
