Globalization has been around since the start of civilizations. For over 5,000 years, there has been a need to trade for resources that could not be easily found in a region. International trade is even more prevalent today due to advancements in technology, communication, and transportation, making world markets interdependent. In theory, free trade benefits everyone. The importing country benefits from the lower costs of goods and the exporting country benefits from the creation of manufacturing and jobs. The importing country, however, is then impacted by the loss of local jobs and the move of an industry away from the home nation, which leads to protectionism initiatives. These regulations can greatly impact multinational organizations.This research examined United States protectionism legislation and the impact on American manufacturing, specifically focusing on the domestic regulation called Buy America, which is a federal program that was instituted for the government transportation organizations. The study addressed the following research question: How could Buy America be more impactful for the transit vehicle manufacturers to achieve the overall objectives of the legislation to increase manufacturing and jobs within the United States?Within the literature review there were four main themes that developed around the impact of trade restrictions for manufacturers: competition, productivity, cost, and supply chain risk. A qualitative study was then conducted to gain additional insight specifically for the Buy America policy and the FTA rolling stock industry. This study illuminates the positive and negative impacts of the legislation and offered the manufacturers a voice to identify and articulate recommendations around policy changes and new government initiatives that could have a greater impact on enhancing manufacturing and jobs in the United States.
