This dissertation consists of three chapters in environmental economics. The first chapter presents a conceptual model highlighting the role of public pressure in environmental regulation in the context of voluntary pollution abatement, and shows that the effectiveness of a voluntary pollution abatement program depends on the public scrutiny of participating firms: greater public scrutiny yields fewer program participants who free-ride thereby increasing the effectiveness of the program. This theoretical model, which provides a framework for reconciling the mixed empirical results on the effectiveness of voluntary pollution abatement programs, is supported by data from the EPA's 33/50 program.The second chapter studies the air quality impact of shale gas industry. This chapter estimates the impact of shale gas development on local particulate matter pollution by exploiting a quasi-experimental setting in Pennsylvania between 2000 - 2018. We measure local PM pollution using daily aerosol optical depth (AOD) over a 3 kilometers circular area around every shale gas well. Using a spatial difference-in-differences model, we find that fracking increases AOD by 1.27% - 5.67%, which can be translated to 0.017μg/m3 - 0.062μg/m3 increase in PM2.5 concentration. This increase in PM2.5 is associated with 20.11 additional deaths in 8 years from 2010 to 2017.The third chapter studies how the COVID-19 lockdown policies affect the racial equity in exposure to air pollution in New York State. The decline in human mobility and socioeconomic activities during the COIVD-19 pandemic has been accompanied by reports of significant improvements in air quality. This chapter evaluates whether there was disproportional changes in air quality across neighborhoods in New York State, with a special attention on differences by race. The results from a triple difference-in-differences analysis show that the lockdown decreases disparity in air quality between census tracts with high and low shares of non-white population in rural New York, whereas the racial gap remained unchanged in urban New York.
