The City of Atlanta is experiencing major transformations and a structural facelift, as formally disinvested neighborhoods are being revitalized and rehabilitated, through the use of land-use tools and large redevelopment projects. Amenities like parks and greenspace, trendy upscale restaurants, and high-end condos, are being introduced, drawing new higher income residents to neighborhoods that were once forgotten. Unfortunately, these revitalization efforts often come at the expense of the current residents, who often are priced out of the communities they once called home. The goal of this study was to highlight the presence of gentrification and gentrification-related neighborhood change in the City of Atlanta. This study further explored how land-use regulation, in the form of up-zoning, and other neighborhood factors like site conditions, and proximity to a major redevelopment project, relate to the different stages of gentrification and gentrification-related neighborhood change in the City of Atlanta. Lastly this study investigated the socio-economic, demographic, and neighborhood factors that were associated with up-zoning in the City of Atlanta.Using quantitative methods, in the form of both exploratory visualization and statistical analyses, incorporating the theoretical frameworks of rent gap theory and the conceptual framework from the Bates (2013) gentrification susceptibility typology, 157 city of Atlanta census tracts were assessed. The results of this study found that site condition was a consistent predictor of gentrification and gentrification-related neighborhood changes. Census tracts with a high number of structures reported in 2012 to be in poor or deteriorated conditions were associated with increased occurrences of gentrification and gentrification-related neighborhood change. This study also determined that up-zoned parcels and proximity to the Atlanta BeltLine Zoning Overlay were not significant predictors of gentrification in the City of Atlanta. Instead, gentrification and proximity to the Atlanta BeltLine Zoning Overlay were both significant predictors of up-zonings, suggesting that up-zoning may be a successor of gentrification and large redevelopment projects.
