Studies show that economies worldwide are driven by the collecting, processing, and selling of consumers' Personal Identifiable Information. Proper data protection reduces risks from Internet perils, such as theft of company intellectual property, exposure of private financial dealings, and data breaches that involve the theft of consumer data. The purpose of this qualitative content analysis study was to examine a range of data protection and privacy laws starting with the European Union's General Data Protection Regulation and the California Consumer Protection Act as the foundational documents. An additional backdrop of the study data consisted of privacy laws from US states that had laws being enforced as of December 2020 and international laws from countries with nationwide protection in place. The research objective was to review the laws as independent sources to provide the minimum viable setting for protecting the data and privacy of citizens in the United States. The literature reviewed showed previous research has primarily focused on General Data Protection Regulation and the California Consumer Protection Act independently or in contrast to one another. A conclusion from a review of the literature is that the US needs a national (federal) privacy policy. The research methodology followed an inductive approach to data analysis and examined content used to establish privacy protection laws suitable for developing a centralized policy for the US. The thematic approach in this study provides a foundation and template of a US Citizen Personal Information Privacy Policy. The research study data analysis has demonstrated a workable approach to developing a Federal Privacy Policy that can then be voted into law.
