Marine protected areas (MPAs) have the potential to preserve, restore, and build resilience for marine ecosystems against a variety of stressors including climate change. Countries around the world have committed to protecting 10% of the ocean by 2020, and potentially 30% by 2030. But of the nearly 20,000 MPAs in the world, the majority are feared to fall short of their conservation goals often due to a lack of financial resources to support management and enforcement activities. Despite a variety of tools for reviewing and improving MPA management, little guidance is available for helping MPA managers and practitioners achieve financial sustainability. This work comprises in depth research, development, and application of a novel framework for assessing financial sustainability of MPAs at a site level. This includes, in the order of each chapter, (I) background research on types of MPA costs and implications for protected area finance across marine versus terrestrial contexts, (II) investigation of representative groups and characteristics of MPAs on a global scale, (III) research of financial mechanisms and indicators that may influence their potential for success or failure, and (IV) the ultimate development and application of a standard approach for assessing financial sustainability for a series of case studies in Latin America and the Caribbean. Among many novel findings and insights, the results demonstrate the true breadth and diversity of financial mechanisms available to MPAs, the potential to increase tourism-based funding, the importance of inter-institutional coordination to achieve financial sustainability, and the need for a simplified, standardized financial reporting methodology. The research also has clear practical outputs ranging from catered recommendations for improving financial sustainability of the highlighted case studies, to the delivery of a replicable assessment framework that can be applied by MPA managers and practitioners to strengthen the financial sustainability of MPAs around the world.
