On a surface level, security communities and other international organizations, non-governmental or otherwise, maintain the equal effort on behalf of all member states to reach the common goal of international peace and security. To further the security agenda, practices are put into place between the states and at the order of states that result in the gathering and subsequent distribution of intelligence. Due to the secret nature of the job, there is limited transparency between security communities and the general civilian population. Keeping in mind the natural limitations of research and resources, this study aims to understand the internal practices of security communities. Focusing specifically on the two security communities, NATO and the Five Eyes Alliance, through the lens of Vincent Pouliot and other scholars, I argue that there is a [secret] internal pecking order in play that determines the general actions of the aforementioned organizations and how intelligence is a bargaining tool used to influence the internal power dynamics between the member states.
