This quantitative research study examined factors that influence federal government employees' evaluation of psychological safety and toxic leadership behaviors. The this quantitative regression study addressed how toxic leadership behaviors affect employee evaluation of psychological safety in a federal government work environment. Public service workers in a health care setting suffer from increased psychological stress and this is especially true within the Veterans Administration (VA). The VA health care system is experiencing significant strain due to increasing demand for services for veterans returning from concurrent wars. The toxic triangle theory was the theoretical framework for this study. When it exists, employees are neglected by incompetent and dictatorial leader, and fear retaliation if they stand up for themselves. Survey responses from the 2018 Federal Employee Viewpoint Survey (FEVS) were analyzed to determine if toxic leadership characteristics correlated with employee psychological safety and whether employee factors, such as age, gender, grade, race, veteran status, and tenure correlated with the evaluation of psychological safety. The FEVS is conducted annually by all federal government agencies so employees can provide anonymous feedback in areas such as workplace safety, leadership, and satisfaction. The key results show that as toxic leadership behaviors increased, employees' perception of psychological safety decreased. Males had a higher perception of psychological safety and employees under 40 years of age reported higher perceptions of psychological safety. Non-minority employees had higher perception of psychological safety as did supervisors. Additionally, as tenure increased, perceptions of psychological safety decreased; however, when all employee demographics were controlled evaluation of psychological safety was not influenced by employee tenure. Finally, the results show a correlation between employee psychological safety and toxic leadership behaviors.
