In this paper, relations between the United States and Russian Federation within the context of NATO are analyzed by analyzing and presenting various Russian perceptions of the Alliance. I also examine and contrast paradigms in American foreign policy towards the post-Cold War European security structure. Reviewing the evolving foreign policies of Moscow and Washington, as well as both Russian public and elite opinion towards NATO, I suggest that the Cold War-era institution has outlived its purpose and is now a hindrance to US-Russian relations. NATO's actions and policies in post-Cold War Europe have forced the Kremlin to adopt an aggressive foreign policy by propagating an "us" versus "them" mentality and pitting "East" and "West" geopolitical identities against each other. While US policy towards Russia in the post-Cold War era is built largely upon the mainstream IR theories of realism and liberalism, new policies based on a conventional constructivist approach to IR are merited. Constructivism as a framework for foreign policy allows the United States and NATO members to make sense of an independent Russian foreign policy without demonizing the country as an illiberal, autocratic enemy. If realism explains how the US-Russian relationship works, constructivism explains why the relationship is that way. Using constructivist methodology, I show how NATO is currently presented as the only legitimate security structure in Europe-excluding Russia and fostering the consolidation of the Putin regime. This article should not be taken as "pro" or "anti" either side but understood as a comprehensive analysis of contemporary US-Russian relations that considers both Moscow and Washington's grievances with NATO.

520 $a В этой статье анализируются отношения между Соединенными Штатами Америки (США) и Российской Федерацией в рамках НАТО исследованиями и презентациями различных российских соображений об альянсе. Также просматриваются и противопоставляются концепции в американской внешней политике в отношении структуры безопасности в Европе в период после холодной войны. Рассматривая меняющуюся внешнюю политику и Москвы, и Вашингтона, и еще мнения так и российской общественности, как и кремлевской элиты по отношению к НАТО, я полагаю, что данное учреждение, датируемое временами холодной войны, уже отжило свое и теперь является препятствием для американо-российских отношений. Действия НАТО и его политика в Европе в период после холодной войны заставили Кремль принять агрессивную внешнюю политику путем распространения менталитета «мы» против «их» и натравливать «восточную» и «западную» геополитические идентичности против друг друга. Хотя американская политика в отношении России в период после холодной войны главным образом построена на господствующих теориях в международных отношениях реализме и либерализме, требуется новая политика, основанная на теории конструктивизме. Конструктивизм, как рамки для проведения внешней политики, позволяет США и членам НАТО воспринимать самостоятельную внешнюю политику России без очернения страны как нелиберального, авторитарного врага. Если реализм объясняет как американо-российские отношения работают, то конструктивизм объясняет почему отношения являются такими, какими они есть. Используя конструктивистскую методологию, я показываю то, как в настоящий момент НАТО представляется как единственная, легитимная структура безопасности в Европе-что вытесняет Россию и способствует укреплению путинского режима. Эта статья не должна восприниматься «пророссийской» или «проамериканской», но должна пониматься как всесторонний анализ, учитывающий жалобы и Москвы, и Вашингтона на НАТО.
