China's electricity sector suffers from significant overcapacity in coal-fired generation. Between 2000-2018, China built more than 800 gigawatts (GW) of new coal power capacity. This continues despite the falling rate of power demand growth. Drawing on a Marxian political economy theoretical framework, this dissertation argues that it is a mistake to see power generation overcapacity as the product of bad planning, but rather, that overcapacity stems from China's broader problem of capital overaccumulation as a result of its export-oriented economy. With the influx of financial capital into China's economy post Opening Up and Reform in 1978, cycles of electricity sector reform have enabled the state to deal with challenges in both the electricity sector and the broader economy.Electricity infrastructures not only play a foundational role in powering China's economy, the capital-intensive nature of these investments also transform surplus circulating capital into fixed capital for future returns. The building of coal generation capacity utilizes vast amounts of capital-finance, industrial commodities, labor-thus power plants have absorbed much of China's surplus capital that would have otherwise undergone devaluation due to the lack of investment outlets. In Xilinhot, Inner Mongolia, coal plants have been built to save Xilinhot's floundering coal mining sector, which has also suffered from severe production overcapacity.In the broader economy, if the amount of capital in circulation is to remain in balance with the limited capacity to produce returns, then a portion of the total capital must be removed. By directing excess capital into electricity infrastructures, China has not only been able to maintain economic growth and social stability in the near term, but also partially shield its state institutions from devaluation. The bust-boom cycles of generation construction and a severely-exploitative contracting system has shifted the burden of devaluation onto construction workers. Finally, this dissertation examines how a struggling group of Xilinhot dairy farmers have been made to bear the building of coal generation in their backyards and the different forms of pollution it brings due to their marginalized social and political positions.
