In 1993, the Bush Administration made a public declaration concerning drug use in America. Since the institution of this declaration, there has been a "war on drugs." Decades later, there does not seem to be any improvement regarding America's recreational use of drugs and alcohol. In 2017, President Donald Trump and his administration declared a national health emergency concerning the increasing use and distribution of opioids. While battles are fought along the pharmaceutical frontlines, there appears to be no major victories regarding America's war on drugs.Through careful examination and exegesis of biblical passages, this study seeks to show that the High Priestly Ministry of Jesus in the book of Hebrews is the solution to the current national substance abuse crisis. The ministry and atonement of Jesus Christ is what gives addicts hope for changing their behavior and living a transformed life. It is only a theory that substance abuse is a result of one's genetic makeup or an inherent disease. In reality, drugs and alcohol are not the real issue. Substance abuse occurs because it is an outward symptom of a deeper inward issue of the heart. According to the Bible, addiction occurs as a result of sinful choices made by an individual that results in ongoing and habitual behavior.This research seeks to provide a biblical understanding of addiction and a hermeneutic for counseling those who struggle with drugs and alcohol. The book of Hebrews is relevant to the current drug crisis, especially to those who view God's Word as sufficient for addressing life's most difficult problems. The biblical doctrine of sanctification asserts that there is power and hope in the gospel of Jesus Christ. Therefore, genuine believers in Christ who struggle with substance abuse can find hope for change in the priestly ministry of Jesus Christ as related in the book of Hebrews.
