Since the Industrial Revolution, greenhouse gases have been accumulating in the atmosphere at an alarming rate due to anthropomorphic activities, such as burning of fossil fuels and destruction of carbon sinks. This accumulation is disrupting the radiative balance of the Earth's atmosphere, and will lead to catastrophic climate changes, including warming of the atmosphere and sea level rise, unless action is taken to reduce emissions and increase carbon sequestration. To meet the IPCC goal of remaining within 1.5° C warming, all levels of government, including the municipal level, should have access to accurate climate mitigation and adaptation tools, so they may account for and control emissions and vulnerabilities to climate changes. This paper reviews the state of the art in climate mitigation and adaptation tools for cost and ease of use for municipal use. These tools were then incorporated into a framework for the development and implementation of climate action plans, which was then applied to the climate action planning process for Bellefonte Borough, Pennsylvania. Bellefonte's Climate Action Plan is attached as a supplementary document. This paper highlights seven generalized inventorying and assessment tools that meet the evaluation criteria for cost and ease of use. It is concluded that the ultimate climate planning tool would be low-cost and straightforward, integrating both mitigation and vulnerability assessments and outputting policies to meet both emissions reduction and adaptation goals simultaneously.
