Collaboration between stakeholders is vital for tourism development. In a multi-ethnic society, competitions for tourism and natural resources can be highly ethnicized. Past researchers have observed an ethnic division of labor in multi-ethnic tourism communities, with different ethnic groups occupy very different roles and hence carry different goals and expectations with tourism, but inter-ethnic partnerships are crucial for tourism success. This thesis aims to explore the dynamics of inter-ethnic collaboration and conflicts in tourism. How far can three historically segregated ethnic groups work together in a 'plural' tourism development? What are the tensions and potential conflicts facing tourism collaboration between the ethnic groups and how they may be negotiated and mitigated? Using an ethnographic approach, the author lives with the Malays, Malaysian Chinese and Orangasli Batek hosts of Taman Negara National Park in Malaysia to explore the answers to these questions. Helped by existing concepts from tourism conflict theory, inter-group threat theory and power relations, a conceptual framework for analyzing inter-ethnic conflicts and collaboration in tourism is proposed. The research found that the maintenance of inter-ethnic power balance, an inclusive tourism planning, as well as solutions to the authenticity gap in indigenous tourism are the keys in sustaining a multi-ethnic collaboration in tourism. Ethnic diversity should be seen as a unique resource, rather than barriers for tourism development, while tourism can readily be the contact platform and 'common goal' in unifying historically segregated ethnic groups. Decision or policy makers must be able to predict how each ethnic group may perceive and response to new government tourism policies or development programs imposed on them, as empowerment for one ethnic group could be perceived as a threat by the others. Recognizing the diverse needs and maintenance of power balance in a multi-ethnic society are keys for sustainable development of a 'plural' tourism economy.
