Title IX of the educational amendments of 1972 has shaped intercollegiate athletics at colleges and universities. Compliance with the statute is a hot topic as the application of the model for compliance is not gender neutral. The purpose of this qualitative classical Delphi study is to build a consensus among a panel of 25 nationwide athletic directors, serving as practitioners, towards Title IX compliance to develop objective for a future model of compliance. The significance of the study is about gender equality and equal opportunity. Through snowball sampling, an expert panel was assembled for the classical Delphi study. The classical Delphi study was operationalized through three rounds of questionnaires to examine the level of consensus among the practitioners towards a future model for Title IX compliance. The findings of the study explained a level of consensus for a new model to reflect equality, provide details of how substantial proportionality is result-based, continuing practices provides a commitment towards equality, and interests and ability creates a collaborative culture. Through the underpinnings of Hill's model of team leadership, the Broskey model of Title IX compliance was created.
