In the last decade topics of controversy in the news surrounding the United States Military have ranged anywhere from the use of drones in the Middle East, adjustments to the defense budget, and in recent years, the issue of sexual assault and harassment within the ranks of the Nation's fighting forces. A program to address this issue, create awareness, and hopefully decrease incidents of this nature was created by the government's leading problem-solvers over the past five years, but incidents are still occurring and the policies of the Army's Sexual Harassment and Rape Prevention program have remained stagnant. The research and scholarly findings of this document will dive deeper into the issue of sexual crimes within the military, the contributors to a tolerant culture, and the governmental policies that shape the current program today. The literature review not only aims to display the background of the current climate in each National Guard and Army unit, but to also look into the procedures used in the process of change in the military, and in similar large, global organizations. Lastly, the guidelines for a new strategic plan are laid out as a road map for future Army leaders to forge a new path and create a culture that is respecting of peers, and does not accept any behavior that violates the rights of each and every individual. Ultimately, the chapters of this paper were created to discover which change processes would be best chosen to realistically and sustainably overhaul and improve the U.S. Army's Sexual Harassment and Rape Prevention program.
