Environmental Justice Movement rose over the last three decades to bring about regulatory policies and laws to address inequalities and ensure every person has the right to a safe environment. But recent studies show that minority and low-income communities are still exposed to inordinate amounts of environmental hazards across the United States. This study reexamined the racial and socioeconomic disparities in the distribution of landfills in the Houston and Dallas Metropolitan areas. The problem of injustice was examined longitudinally by analyzing census tracts data from 2000, 2010 and 2015. Also, the study examined if the zoning ordinances are effective in addressing environmental justice concerns associated with landfills by comparing the spatial distribution of sociodemographic in the Houston (no zoned area) to Dallas metropolitan area (zoned area).GIS was used to construct buffer zones of one-mile, two-mile and three-mile surrounding the active Type 1 landfill sites in the Dallas and Houston Metropolitan areas. The sociodemographic characteristics of varying distance and that of the host and non-host areas were compared. Independent t-test was carried out to determine if there are statistical significances in the racial and socioeconomic disparities. Also, Logistic regression was conducted to determine which sociodemographic variables most strongly predict whether a census tract will contain a landfill site.The findings reveal that in the Houston Metropolitan area, a higher proportion of minorities and low-income neighborhoods are disproportionately exposed to environmental hazards in the east region of Harris County and northeast region of Fort Bend County. Likewise, in the Dallas Metropolitan region, minorities and low-income communities, located in Tarrant and Dallas Counties, are disproportionally exposed to environmental hazards than any other counties in the region. The results also support the Environmental Justice (EJ) claim that minorities and low-income population are located closer to the landfills than farther away. Although, the results show some variation over the decades, race, poverty rate and educational status are likely to predict the locations of landfills in the Houston Metropolitan area. Also, in the Dallas Metropolitan area, race, low income, and educational status are more likely to predict the location of landfills sites. The comparison of the sociodemographic indicators in the Dallas (zoned area) and Houston (non-zoned area) shows that the zoning ordinances do not address EJ concerns when associated with landfills. The conclusion indicates that despite the several years of research, and EJ policies and regulations, racial and socioeconomic disparities still persist and the magnitude of inequalities have increased over the decades.
