The expansion of the Imperial German Navy through the implementation of the Tirpitz Plan, named for Admiral Alfred von Tirpitz, in 1898 caused a significant breakdown in diplomatic relations between Berlin and London. It pushed Britain to ally with its historical rivals, France and Russia, against Germany, and set the stage for future hostilities which came to fruition in the First World War. The Reich would have been better served if an alternate fleet construction plan, championed by Admiral Friedrich von Hollmann, had been implemented. This would have given Kaiser Wilhelm II a large force of cruisers, torpedo boats, and submarines to carry out his policy of Weltpolitik and might have given Germany the means to prosecute a successful war at sea against Britain.
