The purpose of this research was to examine cyber threats and thefts of American intellectual property by the People's Republic of China (PRC). This research has found that China poses a significant cybersecurity threat not only to the United States, but to other nations as well. China permits, or at least seems to look the other way, when intellectual property is stolen and provided to them from whatever sources. Federal agencies such as the FBI and DOJ have proved this based upon the arrests and investigations, with major Chinese technology company employees being indicted.The theft of intellectual property poses a threat to the U.S. economy. Between the different types of intellectual property theft, the U.S. has reportedly suffered an estimated loss of at least $300 billion dollars a year. In order to do business in China, the Chinese government has implemented technology transfers as ways to acquire U.S. intellectual property.The Chinese government has incorporated the innovation of technology into many of their national strategies, including: Made in China 2025, 13th Five-Year Plan and the National Cyber Security Strategy. The Chinese government is committed to firmly defending the sovereignty of cyberspace, safeguarding national security, protecting critical infrastructure and strengthening the construction of network culture. China's strategy is not to be part of the global tech area, China wants to dominate it, and will do whatever they deem necessary to achieve this objective. This strategy has helped China in an effort to bridge the gap in some areas where their technology innovation is behind.
