This study involved the development of an e-learning framework to improve the accessibility of the media arts through a Delphi study using the Developing a Curriculum model. There currently is not a well-designed course document in general that is aligned with media arts standards that educators can use in middle school e-learning classrooms. The purpose of this qualitative design and development Delphi study was to explore strategies for creating a guiding course design document aligned with media arts standards for educators to use in e-learning classrooms through a needs assessment, audience analysis, and task analysis. After the first-round electronic Delphi survey (i.e., needs analysis), the data obtained as narrative responses were analyzed and thematically coded by axial and open codes to identify the specific needs that must be addressed in a media arts course document for e-learning. The second-round electronic Delphi survey (i.e., audience analysis) was used to identify specific emergent technologies the participating educators were currently using in their courses. The third-round electronic Delphi survey (i.e., task analysis) followed aspects of the Designing a Curriculum model to describe how a panel of experts would describe tasks involved in developing a well-designed course document aligned with media arts standards. The results were provided by expert panelists from Kappa Delta Pi International Honor Society in Education to appropriately address the study problem and purpose by identifying the needs, analyzing the audience, and examining the tasks needed for a well-designed course document. The actor-network theoretical framework was used to organize the results into various actors within an e-learning network, which served as a means for classifying the results. Recommendations include that the findings be applied to instructional practice in the media arts through the use of a guiding framework that incorporates e-learning strategies that can serve as a foundation for educational practitioners to build upon in K-12 contexts.
