Community energy plans (CEP) serve as a powerful document for localities that wish to change and affect energy matters within their communities. This research sought to identify the barriers to energy planning, and the ways that local governments overcome those barriers. A series of telephone interviews with local government city planners and commissioners, energy coordinators, and sustainability program directors and managers in the continental U.S. identified CEP motivations, importance, content, and challenges to plan creation, as well as plan implementation barriers and how to overcome them. The results of this research identified challenges and barriers around stakeholder contentions, financial and administrative constraints, and ineffective community engagement. Methods of overcoming those barriers within localities consist of resource partnerships and financing, incentivization, and distributive engagement education.
