In October of 2018, while global temperatures continued to push beyond the 1C mark, the United Nations Intergovernmental Panel on Climate Change (IPCC) released a report stating there are only 12 years left for global temperature change to stay within 1.5C. Going beyond 1.5C would significantly increase the risks of droughts, floods, extreme heat and weather, poverty, loss of biodiversity, significant sea-level rise, increase food insecurity, and so much more. Climate change has quickly gone from an issue to that of a frightening crisis as it has occurred earlier and more rapidly than ever expected. However, new concepts and paradigms-like the Blue Economy which embraces the sustainable use of ocean resources for economic growth, improved livelihoods, and jobs while preserving the health of ocean ecosystem-have emerged as potential solutions to mitigate climate change. Given the growing urgency in mitigating climate change and the significant increase in the understanding that the ocean can actively help address the climate crisis, the purpose of this thesis is to understand and evaluate how the blue economy is conceptualized, measured, and how engagement in blue economy development is realized in the context of Long Island Sound. Considering the three pressing issues of our time: (1) climate emergency, (2) increasing inequality, and (3) food security, coupled with massive investment in the Blue Economy worldwide in order to address these issues, this thesis presents a regional case study whose findings might be applicable to other regional contexts.
