The purpose of the qualitative exploratory case study explored how leaders' character contributes to the success of municipalities and to share this knowledge with leaders of municipalities who wish to improve performance and counteract perceived failures. The researcher recruited the sample population for the study from a highly successful municipality in northern Illinois. The sample consisted of 17 key municipal leaders associated with leadership. Data collected originated from participants' responses during semi-structured interviews, observations, and analysis of archived documents. Three research questions supported the purpose of this study: RQ1: What is the impact of leaders' character in the delivery of high-quality municipal services? RQ2: What "Best Practices" do municipal leaders employ to differentiate their entities from those that fail or are less successful in serving their constituents? RQ3: What contributes to successful community development by municipal leaders? The findings revealed the character of leaders included transparency and a collaborative environment making a positive impact on the growth and mutual success of the municipality and its constituents. Leaders of municipalities seeking to improve performance and be more successful in fulfilling obligations to their constituents will benefit from the findings of this study.
