This study examines and applies the Unified Theory of Acceptance and Use of Technology (UTAUT) to staff interviews and agency observations in a federal workforce environment to identify impacting factors that could result in decreasing the effectiveness of these technology use and transparency efforts. The study's resulting insight also provides actionable information that can be used to inform current and future agency policy and practices related to social media staff and uses for transparency. Following an interview protocol designed to gather qualitative data from the staff related to the four constructs within the UTAUT (social influence, effort expectancy, performance expectancy, and facilitating conditions), an analysis supported the identification of categories and themes that represent potential impacting factors between the staff's perceptions and attitudes and effective workplace behavior actions toward transparency social media use. The data analysis shows general insight into the workforce staff that can support public administrators and managers to better anticipate social media (and other technology) acceptance from the staff, as well as have an ability to predict staff behavior uses toward the platforms, ultimately ensuring optimal policies, team structures, and practices are in place and implemented to successfully meet federal transparency requirements.
