Amidst a decade-long development and economic boom, Boston, Massachusetts, has become gripped by debilitating traffic, earning the superlative of the most highly congested city in the United States. One proven technique for minimizing roadway traffic is congestion pricing, an economics-based approach that charges drivers for traveling on high-demand roadways to discourage overuse. While state agencies have clear powers to toll, local municipalities in Massachusetts, I argue, could further the concept through a user-fee structure given certain parameters. In this thesis, I analyze municipal finance opportunities, consider where such a program could be implemented in the City of Boston, and interview Environmental Justice leaders to identify how a fee could contribute to a Just Transition for impacted communities. Based on these findings, I offer several policy recommendations for local policymakers and advocates in Boston.
