The purpose of this research is to estimate the impact of groundwater management on agricultural production patterns in California by calibrating an agricultural production model to include realistic groundwater constraints, as well as to see how these constraints will interact with variation in precipitation introduced by climate change. The Sustainable Groundwater Management Act (SGMA) was passed by the California Legislature in 2014 after many years of extreme drought. Its purpose was to create the foundation for monitoring groundwater to meet the requirements of Groundwater Sustainability Plans (GSPs). According to the law, the GSPs are designed to target a sustainable yield of groundwater that can be extracted from a basin without causing overdraft and land subsidence. While the legislation has a long timeline and GSPs will not be fully implemented until 2022, there is currently insufficient information about how managing a groundwater basin under a Groundwater Sustainability Agency (GSA) could impact agricultural production. I propose estimating the impact of SGMA implementation on production patterns by imposing sustainable yield constraints into a simplified, single-region Positive Mathematical Model (PMP) for agricultural production to test for any disruptions, whether it be through changes in total acreage in production or changes in crop types grown on productive land, that may come from SGMA implementation. The model will also assess the long run adaptive benefits from SGMA implementation under extreme water scenarios that could occur during prolonged periods of drought. These impacts will be estimated after examining the alternative SGMA management plan implemented by the Santa Clara Valley Water District, which was submitted to DWR in 2017 and serves as an example of a working GSP. A supplemental file for the General Algebraic Modeling System (GAMS) code used for the PMP model is included with a description in the appendix.
